I want to send the notification to assigned_to user on alm_asset table . When Retired date is prior 90 days.

through Flow Designer. Please suggest me the answer.

Specially in asset, validity of an asset is determined based on usability of the model.This is a number field on model that says useful period. 

once you set this field, a checkbox field is ticked called as eligible for refresh. 

you want to trigger a notification and it is not necessary to use flow. You can directly set notification on asset based on if eligible for refresh is ticked.
