How to manage phones, VoIP, teams (soft phones) etc in Servicenow

Hi,
We have a requirement to manage Mobile phones, teams, VoIP , Tablets, Landline etc in Servicenow. We may want to do Order process and invoice process for these assets.
1. Can we create custom model categories for each of these assets under HAM Pro without any cmdb_ci tables creation. If we dont create do we face any challenges going forward?
Or
Do we have to go with Enterprise asset management (EAM) to create these model categories and do required order/procurement/invoice processes.
