Can we user Flow Designer to create IT Request with Professional License

I have requirement to create Onboarding request where cross departmental task will be created like email ID creation task, laptop\desktop allocation.

I can't use LE as Client is having professional license. 

I have 2 options:

1. Use Universal Request module.

2. Use Flow designer(FD).

In Flow designer we have option to raise IT Request. but are we suppose to use FD. will it not cause any compliance issue?

Can someone please guide me with Pros & cons of using FD for cross departmental task routing.

Does your client have the license of HRSD?
What all licenses your client do have ?

They have HRSD Pro license and not willing to go for Enterprise.

They can pay the separate license of LE only

I know HRSD professional license doesn't include LE , but enterprise license does.  HRSD LE is designed for Employee Onboard cross department.  I had the similar case before, we recommended our client to buy enterprise license.   Please don't either two options you listed rather than OOTB LE due to future support and upgrade.
