change agent workspace hr case fields READONLY, just for other agents that are not under assigned to

Hello,
have a requirement for an hr cases on hr agent workspace view of hr cases, to change all it's fields to READONLY, when the current agent viewing this case is not the assigned to agent.
first there is any solution for this?
and is this solution may affect workspace behaviour?/ it may cause view/readonly problems for assigned to agent?
i tried to open ui policy for that, but had some problems of the fields, not all are changed to readonly in the correct cases.
