Change start date can be invoked from Onboarding case

Hi,

I have noticed that Change Start Date HR service can be invoked from UI action under "Actions" option on the Employee Center and My Requests

How this OOTB is configured?

I would like to know this configuration to reuse similer situations such as Change start and end date of secondment
