Employee Relations: Anonymous reporting center

We are looking at implementing Employee Relations and are interested in leveraging the anonymous reporting center.

However, we do not want cases submitted via ARC to become full investigation cases immediately with all of the involved parties, allegations etc. Instead, we would want it to be a query HR service where people can submit their queries and report anonymously and only if needed would we then convert it to a full investigation case via a different HR service. The reason for this is because we do not want all cases to be full investigation cases unless they're qualified up front. I'm concerned that if we have the same HR service for ER queries as we do for investigations, it will adversely impact the reporting.
