The global search option is not available in the top menu for all of our backend users. Is this functionality limited to specific roles, such as admins? Or can we make this available to all backend users?

You can type in left navigation "Global text search"
This opens up a list of properties associated with this functionality, OOB only itil,text_search_admin,admin roles are allowed to use this.
