HR Agent Workspace Module cannot be localized, is there a workaround?

So we are unable to change the language text of the following Module:

The other three for HRSD we are in the process of doing now, but this one we can't.  In fact, editing this module isn't an option.

Where can we find this module so we can localize the text?
