HRI User acceptance workflow is not attaching

Hi All,
In the HR case ,whenever state changes to ready to work or work in progress to awaiting acceptance automatically HRI user acceptance work flow is not attaching but we are changing manually ready to work to awaiting acceptance than HRI user acceptance workflow attached to the ticket.
Can you tell me what is the reason why it is not attaching.
HRI User acceptance workflow : To close the Hr case awaiting acceptance to closed complete automatically . I think this out of the box workflow is there for HR case table .
