HRSD Bulk Case Creation Limit & Process

We have a requirement to provide all advisors with bulk case creation. We are contemplating whether to give them direct access with admin roles or to have them raise a formal request for the system admin/developer team.
The concern is that bulk case creation has a limit of 10000 cases and there is a risk of wrong case entry into the system.

What is the recommendation ?
How can we mitigate the risk of wrong bulk cases creation and can we limit the number to a small amount (eg: 500 cases at time)

HR bulk case creation is designed to create up to 10,000 basic HR cases, or 1,000 cases using workflows such as Lifecycle Event cases. Note: Performance declines when attempting to create more bulk cases than the system is designed to handle.

So, ideally you should restrict the role of creating Bulk cases to only particular group with few members as this ability demands the user to have HR admin role. Previously, the HR case writer (sn_hr_core.case_writer) role was required. Because bulk case creation involves a large number of cases, it was decided to change the required role to HR admin (sn_hr_core.admin).
