I do not see all of the available COE

In my instance, I see only 6 COE's on the "COE configuration" menu. How do I add more of the OOB COE's to this page?

Jim,
While there are no "sliders" for the new COEs, the table should exist in your instance.
If search System Definition > Tables and filter where Name contains sn_hr_core and Extends table is HR Case you should see all 13 COE/HR Case tables.

Hi Jim,
The COEs Configuration page only shows the pre-defined COEs in the HR Service Delivery application that extend the HR Case [sn_hr_core_case] table.
This page is an OOB UI page called 'hr_license' . It is recommended avoid making changes to this UI page .
Looks like Service Now will have to update this page in their upcoming releases.
However we can always find the list of COE tables present in the instance which are extending HR Core case table under system definition - > tables.
