Journey: Publish Later button grayed out

Has anyone had this issue?
I have a Journey I created via a template, and while testing, I noticed I do not have the ability to actually publish later. Publish Now works fine; however after selecting publish later, and picking a date after today's date, the Publish button is grayed out (see attached image) and I have no idea why. I am identified as the owner of the journey and I have admin level access.
My workaround for the moment is to go to the Journey Accelerator Plan associated with the Journey and update the 'Start On' field. This works, but it only helps people like me who have access to the backend. Eventually we want to roll this app out to other departments, and they will only have access to the portal version.

Hi,
There is a scheduled job evaluating the journey and when they should be published: Publish Journey Accelerator plans.
If you choose a date in the future it will be published based on the settings from the scheduled job.
