How can I prevent a user from submitting a new HR Case via record producer , if there is still an open HR Case for for this user? So only 1 open HR Case per user per HR Service can be possible. So I need it for all the services whenever user clicks submit an alert should appear saying you already have a case opened for this service.

you can use before insert BR on your record producer and validate this
