When user receives email to provide survey feedback and they click on thelink - it should directly take them to the actual survey response page and not redirect them to portal
- Since the survey response is a platform capability and not restricted to HRSD, can we build something only on HRSD?
- HRSD LEvel - Can we also restict it only for HRSD cases and exclude t for HRIT cases? Refer to diff COEs
- Check the existing survey behaviour or Journey for HRSD cases in the lower instance

Then update the link to not take them to the portal, but to the survey. This will only work if they are already logged in, or if the survey is public for anyone with the link. I don't know if that's something you want on HR cases.
I am not sure what your 3 points mean, after reading the last line. It feels like something is copy/pasted here that shouldn't have? And 1 and 2 are basically the same: if you only update it for HRSD surveys (create different notifications), they will receive different emails.

This is out-of-the-box behavior. Survey links in emails are designed to redirect users to the Service Portal, not directly to the platform survey UI, and this behavior cannot be changed via configuration but i remember there was something similar where i used assessments and sent them to users which doesn't involve portal.
