Restricting HR Service in Create New Case in Native and HR Agent Workspace

I have Lifecycle case HR Services that we need to restrict the use of to a select groups. We need Read access to be granted but not Write access. 
In prior posts, the COE Security Policy was the recommended solution to restrict a Service but it is not working.

 

Tier 1 needs to Read the HR Services in the LCE for existing cases but not be able to Create a case using these HR Services. When I uses All HR Services and removed the Tier group from the Write COE Sec Policy it still allowed a Tier 1 agent to create a new case.

LCE cases have complex flows and we do not want other groups to create them.

@kareng Please check if there are any other COE write ACL using which the HR Tier 1 is having write access on the case.
