Select button on Attachment window of agent workspace not visible

Hi There,

 

HR Agent creates task on a HR case
Task attachment field does not allow you to upload a document - no 'select' button.I know it is controlled by role as admin can see the button however not sure where these configuration of this Ui action is done in UI builder/configurable agent workspace.. any help is appreciated
