Tables Limited for Non-HR Users after Upgrade to Zurich

Hi everyone,
We recently upgraded our instance to Zurich and started receiving cases that non-HR users were unable to submit certain forms because the mandatory reference field was showing no results. The field points to our sn_hr_core_job table, and when testing with non-HR users I noticed that for each user the jobs table loads different records for different users and it's only a handful of the records each time. I've checked the ACLs, Business Rules, and Table configuration and there isn't anything that would be causing this behavior. I've also ran Debug Security and confirmed that nothing would be limiting the records like this. Prior to upgrading, users were able to see all the records.
I've also noticed that temporarily granting users the sn_hr_core.profile_reader role allows users to view all records. Could someone help point me in the right direction? I've been investigating for quite some time now and haven't been able to solve this.

Repair the HRSD plugin and check again.

Could you specify which plugin you're referring to? The scoped apps?
