Urgent : Suspended Reason choices are not appearing for Non-admin users

On HR case form when the state is selected as Pending.... A Dialog pop up appears with Reason and worknotes to fill. The choices were added in sys_choice table and they are appearing for admin users.
For non-admin users Choices were NOT coming up.
I am unable to figure the rootcause

To confirm, the non-Admin HR agents can see the Suspend Reason choices from the platform/UI16 view, but not from the UI page. Is that correct? If so, can you confirm the following?
- Do you have domain separation in your instance?
- Do you have sla_suspend_reason choices defined for child COE tables or just on the base sn_hr_core_case table?
- Do you get the same results in a different browser? I know that sounds odd, but I've seen strange things happen in some browsers for users.
- Is this happening for all non-admin users or just one/some?
