Urgent : Suspended Reason choices are not appearing for Non-admin users

On HR case form when the state is selected as Pending.... A Dialog pop up appears with Reason and worknotes to fill. The choices were added in sys_choice table and they are appearing for admin users.

For non-admin users Choices were NOT coming up.

I am unable to figure the rootcause

To confirm, the non-Admin HR agents can see the Suspend Reason choices from the platform/UI16 view, but not from the UI page.  Is that correct?  If so, can you confirm the following?

  1. Do you have domain separation in your instance?
  2. Do you have sla_suspend_reason choices defined for child COE tables or just on the base sn_hr_core_case table?  
  3. Do you get the same results in a different browser?  I know that sounds odd, but I've seen strange things happen in some browsers for users.
  4. Is this happening for all non-admin users or just one/some?
