One quick answer that seems to resonate with HR (the business) is they are there as additional metrics/breakdowns for reporting and analytics. For example if the COE = Total Rewards; Topic Category = Benefits; Topic Detail = Retirement Plan; HR Service = 401(k) Enrollment, you can easily run reports to see how many cases were created this month for Total Rewards as a whole (e.g., Compensation and Benefits), you can see how many were just about Benefits, how many were about Retirement and then specifically on 401(k) enrollment. It allows the business to see where additional services, knowledge, and/or training may be needed.

Hello
We can say that both of them are used to categorise HR services and cases based on different purposes where the user will raise the hr case .
Topic category is first level of seggregation and topic detail comes under category which is the second level of seggregation
You can see the above diagram which says the hierarchy .
To configure an HR service you need these two to. be populated
While creating a case if you select an HR service automatically it categorises according the configuration you did in HR service and gives the COE and create a case under that particular COE table
