Advanced Work Assignment Issue

Hi All,

 

I have a use case for Advanced Work Assignment where it is not working properly.

 

Use Case1:

If caller is VIP user:

Created skill determination rule and is working perfect.

 

Have created 2 queues,1st preference I am giving to Vip queue, because the agents who will be handling Vip tickets should handle normal tickets also but there are three agents who are present in VIP queue should not handle normal tickets but rest should handle VIP as well as normal,How can I restruct those 3 users from getting normal tickets ,
