Configuration Item field on Incident form has limited selections based on class?

Help. I cannot figure out why the Configuration Item drop down list will only show items with a class equal to Business Service or Business Application. I've checked the dictionary entry and compared everything to an untouched dev instance of the same build (Utah) and I cannot see any difference. It has the same reference qualifiers, the same settings yet in the dev instance it does not limit configuration items to those two classes. I've also checked Script Incudes and don't see anything that stands out as different from dev, what else could be causing this behavior?

I think you can log a HI case for this before that
try
cache.do
Clear browser cache and
logout n login
I still think its ACL only.
