I know this is old but it may help someone else. My first mistake was I thought I was suppose to impersonate the Major Incident Manager when its actually says to make sure you are in the Major Incident Management SCOPE. After you are in the right scope you go to the ALL menu and type Major Incidents and then select "Major Incident Properties". Under list of attributes add a comma and then service_offering and then save.
