Doubling up on "Work Notes" field

Hi All,
I have a minor issue where the "Work Notes" field will show up twice for existing tickets, but only the top one (above the "Screenshot" field) shows up for new tickets.
I've looked through the Form Design and Form Layout settings, and I don't even see the second "Work Notes" field. Also, I can only right-click on the first field to get a SN context menu. Right-clicking the second "Work Notes" field only gives me a context menu for the browser.
What I would like to do is completely remove the top "Work Notes" field (with the yellow background), and move the other "Work Notes" field (with yellow bar on the left) to the location above the Screenshot field, and have it present for all tickets, including new tickets. How can I remove this?

I would maybe open a case with Now Support. It could be something with the layout of your fields and the glide.ui16.live_forms.enabled system property not agreeing with each other.
