Email notifications with link to update record kn the form

A user can cick a link or button in an email and the Reports associated record's work notes and other fields are updated.
FYR: if user created a incident then he get email notifications, in that email contains a link or button. A user click on that then the incident records will update.

It seems like you're directly asking the community to build requirements for you, and it also looks like you're mixing two different requirements.
I’m unclear about the first requirement, as it seems incomplete. However, regarding the second one, you can leverage the Update Incident inbound action, which is available OOTB (Out of the Box).

what will happen a user click a link? will it open the record or what?

not possible.
User who receives the email either has to reply to that email so that updates the records. this can happen using inbound email action of type reply
OR
User can navigate to the instance and then update the records manually
Please use the approach based on your requirement.
