In the Native View, the Remove button is not appearing for Incident and Change Requests that are linked to a Problem. This prevents users from being able to unlink or remove these associated records directly from the Native View.
The Remove button is missing for linked Incident, and Change Requests in Native View, preventing users from performing removal actions.
For some users can do it, is there any specific role is there for doing that?

You need to check ACls to see if there is a role restriction on incident.problem, change.problem etc. For example, OOB closed (inactive) records can't be modified without introducing a new writ eACL

Hello @aparnaravi
I checked in OOB that "remove incident" UI Action has below role requirement :-
So, the user who are trying to remove it should be having role "problem_coordinator". Did you check if they are having this role ?
Kindly mark my answer as helpful and accept solution if it helped you in anyway. This will help me be recognized for the efforts and also move this questions from unsolved to solved bucket.
