on-call escalation

I have created a on-call schedule and created escalation policy for it with 4 levels( 1-group escalation,2- group escalation,3-primary roster,4 -sec roaster), emails are triggering to only 3& 4 levels, emails to groups are not sent..

please suggest what went wrong thanks in advance..

note: group is active & has an email id & has active members..
