One custom choice of state field is not showing on the form view

Hi Community,
I have created a custom choice for state field on incident form. All choices are showing except this one on incident form.
I can see this custom choice on list view and also this is selectable on list view. I am able to see this custom choice in ui policy, client scripts, BRs, Acls etc filter conditions. Only its not visible on form view. Its disappearing within a second.
I have checked ui policies, client scripts, BRs, ACLs etc but i didnt found any which is hiding this custom choice.
Kindly help me in this.

please follow the instructions on https://docs.servicenow.com/en-US/bundle/vancouver-platform-administration/page/administer/field-adm... as it is not enough to just insert a new choice value for state fields in ServiceNow

After adding -ve value for this new choice then also its not showing. It just disappearing within a second.
