Reply, Reply All and Forward Button Greyed Out in Incident Activity Stream

Within an incident in the activity stream, we email the user to gather more information, and they reply to our email. But if we want to reply back to the users last email we can't. The reply icon is there in the top right-hand corner, but its greyed out and you can click the "more" button next to reply icon, to open a drop down that has Reply, Reply All and Forward but nothing happens when you click any of them. How do you make that functional?

Attached is a screen shot from my activity steam. As you can see the flag is purple but the reply button is grey and even in the drop down nothing happens if you click on any of those options.

Any insight would be greatly appreciated.
