Showing both active and inactive users under Caller field in incident form

Hi,

   I have a scenario where the Caller field in incident form should display both active and inactive users. To achieve this, I tried inactivating "user query" business rule, which allows both both active and inactive users to appear. However this also caused inactive users to show up in the Assigned to field which I want to avoid. I tried applying a  condition in reference qualifier, to show only active users for assigned to field, but it didn't work.

But I believe disabling "user query" business rule is not the right solution since it impacts multiple module. Ideally, all users should be selectable in caller field on incident form for non-admin users. Is there any solution for this?

Hi,

Best solution to update the Reference qualifier. 

Since assigned to is defined at table, check whether dictionary over ride entry available for incident table. If yes, update the condition in the dictionary over ride
