User not able to create (sys_template) records.

Hello All,
I have created ACLs on the sys_template table to provide access for users with the knowledge role to create template records. From the list view (sys_template.LIST), users are able to see the "New" button and can create records without any issue.
However, when users open any form and click on the "Hide/Show Template Bar", they are unable to see the "+" icon at the bottom of the form to create a new template record.
Could you please help me to make the icon visible ? I have attached a screenshot for reference.

please share that ACL configurations you made, it seems they can create but not read (view) it..

As i have already mentioned, users with "knowledge" role is able to create template records from the list view (sys_template.list). This is issue is not because by ACL, but rather because users do not have access to the Macro (plus "+") icon, which is available on every form in the ServiceNow platform once we toggle the "Show/Hide Template Bar".
