The list menu comes OOTB in SOW.
Seems you don't have proper role to view that
Did you try with admin role?
If visible with admin and not visible with non-admin then it's access/role issue
Try giving those users canvas_user role
check these links
Service Operations Workspace lists won't load
also this table "sys_ux_applicability" holds the audience i.e. who will see which list
if user is restricted from seeing any list then the list category itself will be gone

1. Check your plugin is in place : Service Operations Workspace ITSM Applications (sn_sow_itsm_cont)
2.In the UX List Menu Configuration record , Audient mapping has correct role.
3. Validate the configuration in the UX List Menu ConfigurationThe SOW list navigation (in he sys_ux_list_menu_config table) and ensure that the UX List Categories related list contains the necessary ITSM categories (e.g., Incidents, Changes)
4. Clear cache and Try.
