My developer instance :https://dev12443.service-now.com is not responding, just loading a blank page.

Your instance home page loads up fine for me. Can you try again? If you still see the same issue, can you try clearing out cookies in your browser or try opening up the instance in a incognito/private session and see if that helps?

I tried Im able to login but still all the pages are freezed.

I hope this is because of Some UI scripts named : J_Query& Boot_strap.

if you can find on my Instance, Can you please In Active them.
