Integration Hub Starter Edition, Under Systems Applications and Actions, "Integrations" are not visible, so cannot access the REST API How do you activate Integrations

Activated the Integration Hub Plugin for Starter Edition
- IntegrationHub Starter Spokes loaded 07/28/2022
- 4 licensed | 0 not licensed loaded (minus demo data)
- Microsoft Teams Spoke for ServiceNow IntegrationHub
- Flow Client
- Continuous Integration and Continuous Delivery (CICD) Spoke
- Flow Designer Action Step – Payload Builder
- GitHub Spoke
- Microsoft Azure AD Spoke – Update installed
- The Azure AD Spoke for IntegrationHub provides actions that a Process Analyst can use when designing flows. The actions allow to manage Azure AD
- Utility Actions Spoke
- 4 licensed | 0 not licensed loaded (minus demo data)
However, when going to Systems Applications and trying to utilize the REST call, I do not see Integrations as a choice.
From what I see, I activated all the preliminary elements, but I cannot figure out why I do not see Integrations, so I can select the REST Action.
Can anyone assist?

I figured it out that I still needed to request activation via HI. . I didn't think it was necessary for a Dev environment like Pro or Enterprise. My mistake.
