Hi,
Customer is multilingual - english, spanish, portuguese.
Needs to display catalog service for users in such languages.
In order not to create 3 items - each for a language. Documentation refers to Localization Framework, but... these are only tasks for actually someone working on that translation, ¿correct?
Im assuming, changing the language after logging in (by default with i18) is enough to provide the SC in a different language?

If you activate the corresponding language plugins, user will be able to choose the language of the UI. For base system components, translations will be available out of the box. For custom development like catalog items, you will need to supply translations yourself during their configuration. There is no need to duplicate catalog items.

tl:dr @Slava Savitsky is correct - once those Language packs are installed (because we need the ootb UI covered and the associated Language record to be made active) the Customer would then need to add translations for the Cat Items so that the user can change their Language Preference.
There is no need to have a Cat item per language. For reference we have a bunch of material here (with webinars),
