Can't find Application Service listed under CI Class Manager Hierarchy.

I'm in the CI Class Manager looking for the Application Service class but it's not available. Is this supposed to be hidden OOB? Or something that is restricted through ACL?

OOTB there is no ACL restriction and it should look like this:
