Can we do an in-place OS upgrade from 2016 o 2019 on the MID servers?
Any impact to the existing MID server setup or configuration?
Does the MID server work without any effect?

Yes, Windows Server 2019 is supported for mid servers.
After OS is upgraded, mid server will restart. You shouldn't see any issues after mid server OS upgrade.
Make sure to run your regression tests after mid server OS upgrade.

No Issue, you can ask your Server team to upgrade MID Servers.
