there is an ask to communication/circuit data to be populated into the cmdb. 

Does servicenow discovery have the ability to discover cirucit data, if so, is there a plugin that may need to be activiated, if so what is the name of plugin or will this require some sort of import of that data into the cmdb

Hi --  no, discovery won't automatically add circuit data.   Discovery discovers IP based devices that have a shell and can be interrogated (via a few common methods).   

You can either add/import circuit data in CMDB via other approaches... such as importing via spreadsheets and/or building some integration to your source tools.

+1 to what Dave mentioned. We recently implemented integration with NetBox to populate Circuit information into CMDB. We developed custom patterns to get this data into CMDB.
