Cloud Services Catalog (CSC) no longer allowed in PDI instance?

I see this red-highlighted message when I attempt to install.   "ServiceNow ITOM/OT SU Licensing -- Installation blocked".   This is after I wiped and deleted a prior instance where it installed just fine.   Check out the attachment.

 

I'm using version Zurich for my PDI.

Unfortunately  ServiceNow ITOM/OT SU Licensing  is stored app . and you can not get into your PDI.

 

So you have try it in your Client sub-prod instance like Sandbox (if any) for exploring.

Thanks for the info, but I was able to install CSC into a PDI before.  So did another coder friend of mine.   It seems like there is something else going on.
