CMDB 360 and the ITOM Visibility Entitlement requirement

Hi - In the CMDB Workspace product page, it is specified that CMDB 360 requires an ITOM Visibility entitlement.
In the scenario where a customer does not have any ITOM Visibility products, but still wants to leverage IRE, Discovery Sources and Multisource Data (via Integration Hub ETL or other means), is this ITOM Visibility entitlement free?
I think there was a dummy ITOM Visibility license plugin to address this scenario, but I am not sure if I got this right.

its better to speak to the account manager aligned as there are multiple combinations available and only they would be able to assist better.

As per docs, to enable CMDB 360 you would need to activate the plugin

As per ServiceNow Store, for CMDB Workspace including CMDB 360

It would be worth looking into Subscription Management, if this plugin is available for activation (possibly without additional charge as it says "Dummy" in description or use the information here to debate/clarify)
v_plugin table has the corresponding plugin mentioned as Licensable = True
