I was attempting to install the CMDB CI Class Models Plugin in my ServiceNow Personal Developer Instance. When searching the plugins from within the instance, it does not come back. Is there a way to request it from the store for a PDI? Is there some other way I'm able to install this particular plugin in my PDI?
Any feedback would be appreciated!

Store Plugins can't be installed because PDI's are not connected to the store. You can check on the developer site, under your avatar to see if it is available under 'activate plugin'. If so, you can activate it from there, but not all plugins are available for PDI.

I see the CMDB CI Class Models installed in my PDI just fine. Try installing ITOM Visibility (you'll likely need to install one of the dummy licenses), and it should auto-install the required dependencies.
