Why does the Configuration Item not get mapped from the Event to the Alert record?
Processing notes report:
Binding alert CI process flow:
Event CI type is empty
No CI found for binding (Failed to resolve the event node to CI id)
Binding Failure Reason: Failed to find the host with name:

When an event comes in for a CI with in the Web Site class will not relate to an Incident. If we create a dummy CI with the same name as a Server class all works fine.

What happens if you change the binding to look explicitly for the Web Site class instead of "Configuration Item"? As mentioned above, you should have Node blanked out, and some expression that parses out the CI name or other matching field that contains the CI (or some field that will match for it).

Yes I already did this and we are able to see the CMDB_ci_web_site as the Ci Type….
But the actual effective binding is failing…
I just found out ServiceNow concluded this is a product defect.

There is a KB that supposedly addresses this but reading that KB it appears that they are saying to add a field to the Event form which is in direct conflict to previous recommendations that specifically say not to modify em_event.
