Please find below Now-support article mentioned the same, this is by design and hardcoded within ServiceNow. Therefore, there is no way to provide this capability without the itil_admin role.

 if we try to remove role in the condition still we get below message

The hardcoded roles is a problem that ServiceNow has mentioned that they are reviewing.  I've had the same issue.

Yeah, the did the same with hardcoding the Discovery Dashboard with the discovery_admin role.  Super annoying.
