ServiceNow certification requires users to take training before they can sign up for an exam.

Required courses are listed in page 7 of the following pdf.

For the Discovery certification, you'll need to take Discovery Foundamental.

ServiceNow is planning to offer all courses online as On-Demand courses in year 2021 but many courses still are not and have to be taken live. This means there's going to be fee to take the courses.
