discovery mid server placement

I am aware of the best practice to keep mid servers close to the locations where the devices are placed which need to be discovered.
We are targetting 2 locations for now (A and B). I have provisioned one VM for A and another for B.
The network team has advised that as A and B are in the same VLAN, we need not have 2 MID servers and one should be enough. Is this accurate?
The physical distance between A and B is 20 KMs or 12.5 Miles.

That is relatively close. You would be OK with one MID Server as long as the number of devices is not too great or you have a need for high availability.

What would be the threshold of too many devices? The devices (and hence the MID) are mostly in Toronto, Canada but we also need to discover devices in Sydney, Singapore and Berlin. These are a handful so we decided against having a MID at these locations.

It depends on the number of threads and if there is enough time to complete the scheduled discovery in the time interval you want. Some customers when to make the process more parallel by having more mid-servers so they can discover more during the "off-hours" for that segment of their network. Generally this would be hundreds of devices if not thousands. But depends on who big your time window might be. Testing and timing with your network and devices will help you answer this question.
