Does tag-based application services not update tagged CIs automatically?

I have set up some tag-based application services.

A virtual machine instance CI was updated by our cloud discovery with tags matching one of the tag-based application services. (The service is set to Operational.)

I expected the CI to be added to the service, (either by a business rule, flow or a scheduled job), but when I checked the next day it was still not added to the service, and I had to trigger "Recalculate Service" to get it added.

Is there seriously no automation doing this, or is it something I might have not configured?

There is a scheduled job "Populate Calculated Services" that runs daily at 10:00.
This job recalculates the service daily.

Check if this job is active.
