Event Management : How to Check Child CIs or ci has existing Change request before creating Incident

Hi Everyone. We are Implementing Event management in our system and we did simple steps to get our initial setup by creating Event rules, Alert management rules and sub flow to create incident. Now our PO's has requested to check if there is existing Change for Ci or any of its Child or secondary, tertiary parent Ci's. if there is any then Reflect that Change Request and add that as Task instead of creating Incident or Create incident s child of the Change request.
Does any one have implemented this scenario ?
