How do a schedule a monthly task?

I have two request to create two monthly tasks:
1. Create a monthly task on the 1st of every month and assign to a specific assignment group
2. Create another monthly task on the 3rd of every month and assign to a different assignment group.

How do I go about doing that?

This could be accomplished using a scheduled script execution.  System Definition -> Scheduled Jobs -> New -> Automatically run a script of your choosing

Select day on month to execute the script on specific day

Add script in 'Run this script section'  to create task

Another way is to create tempates for tasks and then use

System Definition -> Scheduled Jobs -> New -> Automatically generate something (a change, an incident, a ci, etc) from a template    

to generate tasks every month
