The link below may help:
https://docs.servicenow.com/bundle/jakarta-servicenow-platform/page/product/configuration-management/reference/r_CMDBHealthMetrics.html
Duplicate metric measures the percentage of duplicate CIs in the CMDB using identification rules. Only independent CIs are evaluated for duplication. In a set of duplicate CIs, the count of duplicate CIs is the total number of CIs in the set, minus one. The detailed graphs for a duplicate set of CIs display all the CIs in the set.

Out of the Box let me take an example
MacBook Air 13" is reported as duplicate
IP Address and Mac address are empty for this CI.
Computer class does'nt have Identification rules defined. Hence it will inherit that of Hardware class.
There is only one CI with this Serial Number (Hardware table)
In the Hardware identification rule i do not see any other condition that may say this CI as duplicate.
So question is how is MacBook Air 13 flagged as Duplicate when all conditions in Hardware Identification rules are passed.

Found the answer (criteria to categorize Duplicate CIs) through Identification rules
In the above example , in table cmdb_ci_hardware CI's with name "MacBook Air 13" are present more than once
Hence flagged as duplicate CI
In Another example, in table cmdb_ci_hardware CI's with Serial L3BB911 occurs more than once.
Hence flagged as duplicate
