I cant find Software Asset Management – Machine Learning Normalization (com.sn_sam_ml_normalization) in list of plugins even though we have SAM pro?

This plugin is not available in PDI that's why you are not able to see it.

You need to reach out to the ServiceNow team if you want this plugin to be activated as it requires a separate subscription.

Then you can directly raise a ticket on HI portal.

Even for a customer instance, some plugins are not in instance .These can be installed via HI portal
