Is it possible to determine if a Configuration Item (CI) lacks an upstream or downstream relationship? Which tool would be suitable for this, and how should it be utilized?

You can create an Orphan Rule to look for CIs that have no relationships. When it runs the compliance checks, it will give you a list of CIs that have no relationships. Do this under CI Class Manager > Health > Correctness
